However the designer should not choose the category, they should deign a system to meet your chosen category. So how do you choose a category? By utilising all stakeholders? E.g. Your own input (for example do you want to protect life and your building), the results of your fire risk assessment should help and input from your insurer. The designer can also offer advice but as one of the stakeholders.
Every stage of an installation should be certificated. On completion you should have the following certificates: Design, Installation, Commissioning and Handover.
